Dear Shiva, I can surely relate to the familiar feeling, past life or not. I had an incredible experience like that in New York City. When I landed there first time I felt totally familiar, and within matter of days I could go anywhere with very little effort. Lot of people asked me if I had been there before since it takes a lot of time for people to get acclamatized with the city. I strongly beleive it is a past life thing for me.
My astrologer often used to say follow your heart with your feet on the ground :)) Meaning if you feel like living somewhere it is highly likely it would work for you but make sure practical aspects suit your needs,
