There is a center called 'Resource Center for Indian Language Technology
Solution - Tamil' operating under the Computer Science Dept. of Anna
University, funded by the central govt. So the scene in Tamil research is
not as bad as it seems.

There are quite a number of projects going on there. And they developed
stuff like Tamil OCR, Tamil hand writing recognizer (my project ;-) ),
speech synthesizer etc.
