I don't think there is any site which gives the complete novel on the web, to my knowledge. I ordered PS, SS of kalki through Indiavarta.com, three months back. It is around $60 US. No hassles. I got it in two weeks time. There are few sites which give partial english translation of the novel. In fact I have few chapters of the last part as a softcopy. I saved it when it came in kalki weekly. I can share it with you if you want.
